本コースの修了により、FSMA外国供給業者検証プログラム規則（21 CFR Part 1 Subpart L）が定めるQualified Individual（QI）としての役割を果たすための知識・理解を体系的に習得できます。
ただし、「FSVP QI」はPCQIやFDQIのような特定の研修修了によって付与される資格称号ではありません。
FSVPにおけるQIの要件は、教育・訓練・経験の組み合わせによって満たすものとFDAが定めており、本コースの修了証はその要件理解と実務対応力を示す証明として活用いただけます。

FSVPとは？ ー 日本の輸出事業者が知るべき理由
米国に食品が輸入される場合、米国側の輸入業者（FSVP importer）には、原則としてFSVP（外国供給業者検証プログラム）の作成・維持・実施が義務付けられています（一部の免除・適用除外・要件の修正を除く）。
これは、輸入業者がリスクベースで、外国の供給業者（日本の食品メーカー等）が当該食品を、米国の予防管理等と同等の公衆衛生保護水準を提供する方法で生産していること等を検証し、あわせて食品が不良食品（adulterated）でないこと、該当する場合は主要アレルゲン表示に関する不適正表示（misbranding）でないことを確認する枠組みです。
輸入業者には、食品ごとにFSVPを整備し、FSVPに関する記録を所定期間保持し、FDAから要請があれば速やかに提示・提出することが求められます（記録は原則2年間保存。一定の場合は3年間の保存が必要。オフサイト保管の記録は要請から24時間以内に提示できること）。
日本の輸出事業者は、米国輸入業者から以下のような対応を求められる場面があります。
・食品安全計画（該当する場合）または同等の管理文書の提示
・ハザード分析情報や管理方法に関する情報共有
・オンサイト監査への対応
・検査・試験結果、関連記録の提供
・不適合時の是正・再発防止の実施と記録
FSVPを理解し、輸入業者が求める検証観点に沿って資料・説明を準備することで、米国輸入業者との取引がスムーズになり、FSVPに関するFDAの記録審査等への備えにもつながります。
正式名称
・FDA Food Safety Modernization Act（FSMA）Section 301 Foreign Supplier Verification Program
・FSMA第301条は、連邦食品医薬品化粧品法（FD&C Act）に新たに第805条「Foreign Supplier Verification Programs（FSVP）」を追加した条文
・これを受けて、FDAは2015年11月に最終規則「Foreign Supplier Verification Programs for Importers of Food for Humans and Animals」（21 CFR Part 1 Subpart L, §1.500〜1.514）を公表

He is an expert in food safety technology, with a particular focus on microbiological quality assurance.
As a microbiologist and quality assurance manager at a major food manufacturer, he utilizes his knowledge of predictive microbiology in detection and control technologies for food microorganisms and sterilization engineering to set and validate conditions for heat sterilization of tea beverages, canned coffee, retort foods, etc., and evaluate them through challenge tests using suspected harmful bacteria such as botulinum.
Currently, while training a large number of HACCP managers and PCQI preventive management qualified individuals, he emphasizes the importance of establishing solid scientific evidence.
We support the visualization of trust through the accumulation of food safety measures based on scientific evidence and the development of human resources who can take responsibility for food safety.
They also provide advice such as suggesting improvements to formulations to increase shelf life and reviewing hygiene management to improve profits.
